The PSME Foundation Scholarship Program Council



The Board of Trustees of the PSME Foundation Inc. is pleased and honored to present the members of the foundation's Scholarship Program Council (SPC).


  • Engr. Liberato S. Virata as Council Chair and Scholarship Program Director

  • Engr. Freddie P. Yumang as Council Sr. Member

  • Engr. Archelle Baculi as Council Member

Engr. Buddy Virata

Engr. Virata is a Sr. Vice-President at Energy Development Corporation and a 2-term PSME National President from 2011 to 2012.

Freddie P. Yumang

Engr. Freddie P. Yumang is a Sr. Vice-President at Petron Corporation, a former President of the National Association of Mapua Alumni and a former National Director of the Philippine Society of Mechanical Engineers.

Archelle Baculi

Engr. Archelle Baculi is the President of Rencor Refrigeration Equipment Corporation, a former President of PSME Mandaluyong Chapter and has held various national positions in PSME.


The SPC has the following responsibilities and functions:

  1. to manage the foundation's scholarship program for tertiary, masteral and doctoral level to advance the arts and sciences of mechanical engineering;

  2. to raise funds and to establish scholarship funds;

  3. to enter into partnership with educational institutions, other foundations, government agencies, NGOs, both locally and internationally in furtherance of the PSME Foundation objectives and plans for the benefit of the scholarship program;

  4. to select and supervise student beneficiaries of the scholarship program and ensure that the graduates of the program shall be imbued with patriotism, entrepreneurial spirit and leadership qualities;

  5. to set the policies, objectives, activities and programs of the Scholarship Program Council and ensure that it shall be in synergy and in support of the PSME Foundation and PSME Inc. mission, vision, plans and objectives.
