PSME Foundation Scholarship Program (SP) Guidelines

These guidelines outline the terms and conditions of the PSME Foundation Scholarship Program (SP) for students pursuing a Bachelor of Science in Mechanical Engineering (BSME).​

A. Scholarship Benefits:

  1. Financial Assistance: Php 15,000.00 per term (P30,000.00 per year) will be provided to each scholar until the completion of the BSME program, subject to the scholar's fulfillment of the program requirements and the continued availability of funds.

  2. Commencement: The scholarship may be granted at any term starting from the 1st term of the 2nd year of the BSME program.

  3. Duration: The scholarship is valid for the normal duration of the BSME program at the scholar's institution. Any extensions beyond the normal duration will require review and approval by the PSME Foundation Scholarship Council and may not be guaranteed.

B. Eligibility Qualifications:

  1. Academic Standing: Applicants must at least be currently enrolled in the 1st year of the BSME program at the time of application.

  2. Academic Performance: Applicants must have a General Weighted Average (GWA) of 2.50 or higher in their most recent academic term.

  3. Course of Study: Applicants must be pursuing a Bachelor of Science in Mechanical Engineering (BSME) degree.

C. Application Requirements:

Applicants must submit the following documents to the PSME Foundation:

  1. Completed Scholarship Application Form (downloadable from the PSMEF website/online portal).

  2. One (1) recent 2x2 ID pictures.

  3. Official Grade Certification from the school's Registrar or Administration Office, covering the applicant's academic record up to the most recent term.

  4. Photocopy of the latest Income Tax Return (ITR) of both parents/legal guardians or a notarized Affidavit of Not Filing Income Tax Return if applicable.

  5. If a parent/legal guardian is an Overseas Filipino Worker (OFW), a copy of their current employment contract with clearly indicated salary must be submitted.

  6. Certificate of Good Moral Character from the school's Office of the Prefect of Discipline or equivalent office.

  7. Certificate of Good Health from a licensed physician (to be submitted upon approval of the application).

  8. A brief essay (maximum 500 words) explaining why the applicant is deserving of the scholarship, highlighting their academic achievements, financial need, career aspirations, and commitment to the field of Mechanical Engineering.

  9. Two (2) recommendation letters from department heads, professors, or academic advisors who are familiar with the applicant's academic capabilities and character.

  10. Endorsement letter from the President of a PSME Chapter in good standing.

D. Responsibilities of Scholars:

To maintain their scholarship, scholars must adhere to the following:

  1. Academic Performance: Maintain a GWA of 2.75 or higher in every academic term.

  2. Minimum Grade: Not receive a grade lower than 3.0 in any course/subject.

  3. Course Load: Carry a regular academic load as prescribed by the BSME program curriculum each term and enroll only in courses required by the program. Any deviations must be pre-approved by the PSME Foundation Scholarship Committee.

  4. No Dropped/Failed Courses: Not have any dropped or failed courses, including NSTP (National Service Training Program) and P.E. (Physical Education). Remedial or repeat courses may affect scholarship eligibility and must be reported to the PSME Foundation.

  5. Disciplinary Record: Not be subjected to any disciplinary sanction by the school or be convicted of any offense punishable by law.

  6. Contact Information: Provide and regularly update their personal contact information (address, phone number, email address) with the PSME Foundation.

  7. Enrollment Validation: Visit the School Administration office or designated scholarship liaison before each enrollment period for scholarship validation and processing.

  8. JPSME Engagement: Be an active member of the school's PSME Junior Unit (JPSME) and submit a report of their JPSME activities to the PSME Foundation per semester. This report should detail their contributions to the organization and highlight any leadership roles held.

  9. BSME Program Enrollment: Maintain continuous enrollment in the BSME program. Any change of major or withdrawal from the program will result in the termination of the scholarship.

  10. Progress Reports: Submit academic progress reports to the PSME Foundation at the end of each term, including grades, a brief summary of academic achievements, and any challenges encountered.

  11. Attendance at Events: Scholars are expected to attend PSME Foundation events and activities, as requested.

  12. Maintain Communication: Maintain open communication with the PSME Foundation and promptly respond to inquiries.

E. Scholarship Renewal and Termination:

  1. Renewal: The scholarship is renewable each term, contingent upon the scholar's fulfillment of the responsibilities outlined in Section D and the availability of funds.

  2. Termination: The scholarship may be terminated by the PSME Foundation for any of the following reasons: 

  3. Failure to meet the academic requirements (GWA and minimum grade).

  4. Dropping or failing courses.

  5. Violation of the scholar's responsibilities.

  6. Change of major or withdrawal from the BSME program.

  7. Misrepresentation of information in the scholarship application.

  8. Conduct unbecoming of a PSMEF scholar.

  9. Exhaustion of scholarship funds.

F. Scholar's Pledge of Commitment:

  1. Upon acceptance of the scholarship, the scholar must sign a Pledge of Commitment, acknowledging their understanding and agreement to abide by the terms and conditions of the program. This pledge will outline the scholar's responsibilities and the consequences of failing to meet them. (A sample pledge form is attached as Appendix A).

PSME Foundation Scholarship Donors Program (SDP) Guidelines

  1. Purpose:

    1. The PSMEF Scholarship Donors Program (SDP) facilitates donations to support deserving students through the PSME Foundation Scholarship Program. This program enables individuals and organizations to directly sponsor scholars and contribute to their educational journey, shaping future engineers and contributing to the nation's development.

  2. Sponsorship Levels and Donation Amounts:

    1. The PSMEF Scholarship provides P15,000 per term or P30,000 per year to each scholar.

    2. The minimum sponsorship amount is one-third (1/3) of the annual scholarship benefit, which is currently set at P5,000 per term. Donations must be made in increments of P5,000. Thus, any sponsor may team-up with other donors (individual, chapter, corporate) to come-up with the required full scholarship package of P15,000 per term. At minimum sponsorship, the donor will need to pledge a total amount of P30,000 spread in three (3) years or P10,000 per year. PSME Foundation may assist or select donor partners.

    3. A full scholarship sponsorship covers the entire P15,000 per term or P30,000 per year until the scholar graduates. The full scholarship sponsorship package, therefore, is P90,000 spread in three (3) years.

  3. Naming of the Scholarship Fund:

    1. Corporate or Organization Donors: The scholarship fund will be named after the donor, providing lasting recognition for their generosity. For example, a P30,000 donation from the PSME XYZ Chapter will establish the "XYZ Chapter Scholarship Fund." Similarly, company donations will be named after the company, enhancing their corporate social responsibility profile.

    2. Individual and Donors Group: In cases of multiple donors contributing to a single scholar's support, the fund will be named after all contributing donors, acknowledging the collective impact. For example, if Engr. Reyes, Engr. Singson, and Engr. Asuncion each donate P5,000 per term for one student, the fund will be named the "Asuncion-Reyes-Singson Scholarship Fund." Individual full scholarship donation will be named after the donor.

  4. Allocation of Donations:

    1. One hundred percent (100%) of all donations to the SDP will be directly disbursed to the scholars. The PSME Foundation will not deduct any administrative fees from these donations, ensuring maximum impact for each peso contributed.

  5. Donor Commitment:

    1. Formal Pledge: Donors are required to sign a formal pledge outlining their commitment period and donation amount. This clarifies expectations and aids in financial planning, demonstrating a mutual commitment to the scholar's success. The pledge may include options for continued support beyond the initial commitment, allowing for long-term partnerships.

    2. Payment Schedule: Donors will adhere to a specified payment schedule (e.g., annually, per term). Various payment methods (online transfer, check, etc.) will be offered for convenience, streamlining the donation process.

    3. Contingency Planning: In scenarios where a donor is unable to fulfill their pledge, the PSME Foundation will explore options such as finding a replacement sponsor or utilizing a reserve fund (if available) to ensure the scholar's education is not disrupted, providing assurance of continued support.

    4. Recognition of Donors: The PSME Foundation will recognize and appreciate donor contributions through certificates of appreciation, mentions in PSMEF publications, invitations to special events, and potentially through a dedicated section on the PSMEF website or online portal, offering public acknowledgment of their philanthropic efforts. This recognition can enhance the donor's reputation and inspire others to give.

  6. Scholar Selection and Monitoring:

    1. Eligibility Criteria: Scholarship applicants must meet clearly defined eligibility criteria, including academic performance, financial need, and relevant course of study, ensuring that support is directed to the most deserving and promising students.

    2. Selection Process: The scholar selection process will be transparent and will involve a selection committee evaluating applicants based on pre-determined criteria, maintaining fairness and objectivity in the selection process.

    3. Scholar Agreement: Selected scholars will be required to sign an agreement outlining their responsibilities, including maintaining a specified GPA, attending required events, and providing regular progress reports, fostering accountability and commitment from the scholars.

    4. Mentorship Program: The PSME Foundation will explore opportunities to pair scholars with mentors (potentially PSME members) to provide guidance and support, offering valuable professional development opportunities for the scholars and creating a network of support.

    5. Progress Reporting: Scholars will submit progress reports (frequency and format specified by PSMEF) detailing their academic updates, extracurricular activities, and any challenges faced, keeping donors informed of the scholar's progress and the impact of their contribution.

    6. Communication Channels: Clear communication channels will be established between donors, scholars, and the PSMEF to facilitate information sharing and foster a sense of community, creating a personal connection between donors and the scholars they support.

  7. Program Administration:

    1. Fund Management Transparency: Donors will receive regular reports on the overall status of the SDP fund, including total donations received, disbursements, and the number of scholars supported, ensuring transparency and accountability in fund management.

    2. Endowment Option: The PSME Foundation will explore the feasibility of offering an endowment option for donors seeking to create a lasting legacy, providing a sustainable source of funding for future generations of scholars.

    3. Program Review: Regular reviews of the SDP will be conducted to assess its effectiveness and identify areas for improvement, ensuring the program remains relevant and impactful.

    4. Data Privacy: A data privacy policy will be implemented to protect the personal information of donors and scholars, maintaining confidentiality and complying with data protection regulations.

    5. Conflict of Interest Policy: A conflict of interest policy will be in place to address any potential conflicts that may arise in the administration of the program, ensuring ethical and impartial decision-making.

    6. Website/Online Portal: The PSME Foundation will maintain a dedicated webpage or online portal for the SDP, providing information about the program, donor recognition, scholar profiles, application procedures, and program updates, enhancing accessibility and transparency.

    7. Scholar Selection Preferences: Donors may express a preference for the school or region from which the scholar is selected. While the PSME Foundation will strive to accommodate these preferences, the final selection remains at the discretion of the PSME Foundation Scholarship Committee, ensuring a fair and merit-based selection process.

  8. Why Sponsor a PSMEF Scholar?
